Is it necessary to keep the users in mind? Can we don’t anything for ourselves?
If yes, we make then why the college does not count into it in project.

Keeping users in mind is vital, provided that you are making something which you want to monetize. if not sky is the limit
yes you can do whatever you want. you as an user yourself can choose what's good for the rest as what Apple does.
Can't say anything about colleges, they will even reject your billion dollar startup.
